16-17 Year Old Passport

Price Chart. Payments to the US Department of State, for a passport card, valid for 10 years, and for land and sea travel only, costs $30 routine or $90 expedited. A passport book is valid for 10 years and used for land, sea, and air travel costs $130 routine, $190 expedited, or $211.36 for fastest processing. Fastest processing includes the expedite and 1-2 day shipping after it is made. For a passport book and card, it would cost $160 routine, $220 expedited, or $241.36 for fastest processing. For NMSU Prices, the acceptance fee is $35 per person or $45 for the acceptance fee and photo per person.

For minors 16 or 17 years old will need to schedule an appointment even if they have had a passport before.

What to bring to the appointment:

  • DS-11 form completed (if hand written must be in black ink with no mistakes)
  • Original Proof of Citizenship (Birth Certificate or Certificate of Naturalization
    • Original document will go with the application (it will be returned between 4-8 weeks after you receive their passport)
  • Photo Copy of Proof of Citizenship
  • Their photo ID (Identification card, Drivers License, Military ID)
    • If they do not have an Identification card or Drivers license, provide secondary forms;
      • Social Security Card
      • Student ID
      • Minor Passport
      • Identifying Witness Form DS-71 (form is only available at the facility)
  • Photo Copy of ID Front & Back
  • Photo ID of at least one Parent or Guardian attending appointment (Identification card, Drivers License, Military ID, Passport)
    • If ID is not New Mexico or Texas, provide secondary form of ID.
      • Social Security Card
      • Employee ID
  • Photo Copy of ID Front & Back
  • If applicable, their recent passport
    • It will have to be submitted with their application.
  • Two separate payments (CHECK OR MONEY ORDER ONLY)

  • 2 x 2 Photo (we recommend doing the photos here at the time of the appointment.)

At least one parent or guardian will need to be in attendance during the appointment.

Other options:

  • Parent not attending can complete the Consent Form DS-3053 and get it notarized and provide a photo copy of their ID front and back.
  • Parent provides a notarized note with a copy of their ID front and back.

Frequently Asked Questions

Q: Can I renew my passport through the mail?
A: If the passport was obtained when you were 15 years old or younger, no. If you are renewing a passport you got when you were 16 or older, yes.

Q: How long will the passport be valid?
A: Passports for minors 16 & 17 years of age are valid for 10 years.

Q: Do both parents have to attend?
A: No, but NMSU recommends at least one parent attends as a way to prove acknowledgement that their child is getting a passport. If not a letter of consent from the parent and a copy of their ID front and back is needed.

Q: What if I don’t have a Driver’s License?
A: You can provide two forms of ID like a school ID, social security card, learner’s permit, or a DS-71 Identifying Witness form (available at our office). For other acceptable forms of ID visit travel.state.gov.

Q: Where's my birth certificate?
A: Birth certificates are submitted with the application and are returned 4-8 weeks after you receive your passports. If it's been more than 4-8 weeks since you received your passport, contact the National Passport Information Center at 1-877-487-2778.

Q: Where do I park?

There are parking meters in front of our building, you can also park in the free parking to the east of the Pan American Center. (See parking map)

NOTE: If you park in a parking lot that requires a parking permit that is not metered parking or handicapped. You are subject to getting a parking ticket by the NMSU Parking Department. If you did receive a parking ticket please contact the parking department immediately at 575-646-2306.
